Well, my tree is a pseudo-fractal one, as the "self-describing width" property is lost in the second tree.

A real fractal tree cannot self-describe its width, I think.
Perhaps, at the end of the process, is my first tree slowly converging towards this one (which is more pyramid-like):

                  1
                 2.3
                4.1.5
               6.2.3.7
              8.4.1.5.9
           10.6.2.3.7.11
          12.8.4.1.5.9.13
       14.10.6.2.3.7.11.15
      16.12.8.4.1.5.9.13.17
   18.14.10.6.2.3.7.11.15.19
  20.16.12.8.4.1.5.9.13.17.21
22.18.14.10.6.2.3.7.11.15.19.23
                 ...
                 ...

This true fractal pyramid is not in the OEIS, to my surprise.
Best,
É.
