It should probably start with 2:

2, 31, 19, 23, 139, 6089, 40949, 13153513, 748105003, 11307204673,
202073177599

and have offset 0. To avoid the usual ambiguity in English of the
word "repeated", the definition might be:

Smallest prime such that if n copies of the final digit are adjoined to the
number, it remains prime.

Could you submit it?
