The sequence is:

   6,7,8,9,10,12,14,16,18,20,...

(Even numbers >= 6, plus 7 and 9.)



Not sure if that's relevant or stable enough to warrant OEIS inclusion.
(The sequence is a byproduct of the current FIFA game rules, and in
theory could change at any time.)
