I looked up the paper and indeed it is a quasipolynomial. The author gives
it as 1/8 * (6*n^2 + 9 - (-1)^n); I haven't checked that this matches what
you have but I don't think it could be otherwise with that many degrees of
freedom.

I added the information to the sequence.
