... I wanted S to be a permutation of the integers > 0.

If you start S with 1,2,3,4,5,6,7,8,9,10 
you are cursed: the interger 11 will never show in S
as the 11th digit of S is 0.

Same answer for 12, etc.

The 12th digit of S is "1" (also when 13 is preceded or replaced by 12) and "1" is visible in "12" (or rather in a(12) which would certainly be in [10..19]?
Even earlier, 10 should be there, the 10th digit would in any case be "1"
and "1" is visible in "10" which then would be a(10)... ?
