    I have understood what you mean.
    It is the same as the case of four in English.
    Both four with a hole and four with no hole are possible.
    In the same way both four with three holes and four with a hole are possible
in Japanese.
    So we should assume that Kanji of four has three holes.
    The font of four which I use is "四", see it carefully it seems to have three
holes.
    We will probably assume that it has three holes.
