[seqfan] What is the definition of A081824?

Dear Sequence fans

the name says "Conductance quantum", but exactly how is this constant
defined? I looked at https://en.wikipedia.org/wiki/Conductance_quantum
which says this is equal to twice the reciprocal of the von Klitzing
constant R_K. A definition of that constant is given in
http://kfe.fjfi.cvut.cz/~pavel/file/83-96.pdf, which says that R_K :=
h/e^2, where h is the Planck constant and e is the elementary charge (see
https://en.wikipedia.org/wiki/Elementary_charge and
https://en.wikipedia.org/wiki/Planck_constant).

Maybe someone more knowledgeable about this sequence can give a better
definition? Also, are the terms of the sequence correct as given in
A081824? According to http://physics.nist.gov/cgi-bin/cuu/Value?conqu2e2sh
the sequence appears to be 7, 7, 4, 8, 0, 9, 1, 7, 3, 1, 0.
