Because the successor is necessarily greater than 20 and the decimal expansion will therefore begin with 0. ? If that's your reasoning, then do not write your decimal expansions with a leading zero.

S = 1, 2, 3, 4, 5, 6, 8, 11, 15, 25, 22, 20*, 24, 27, 9, 12, 16, 32, ...
