Today morning,I sent a mail to Neal. 
Via b(n) = 0, 0, 0, 0, 1, 0, 1, 0, 1, 0, 2, 0, 2, 0, 2, 0, 3, 0, 3, 0, 3, 0, 4, 0, 4, 0, 4, 0, 5, 0, 5, 0, 5, 0, ... (from A264041(n+1) - A000217(n+1)), a(27) = 378 + 4 = 382, conjectured.

More regular, b(n-2) = 0, 0, 0, 0, 0, 0, 1, 0, 1, 0, 1, 0, ... could be used . Has 0, 0, followed by A264041(n)   
a meaning? See A161680.
