Could there be a typo? Did you mean to say

1, 2, 4, 6, 8, 10, 12, 14,  16, 20 ?
Because you can get 16 for the 9 X 9 case using two edges, and
similarly a(n) >= 2n-2 for all n

If this is correct, could you show your a(10)=20 solution?
