[seqfan] Conductance quantum

There are two sequences, A081824 and A254278 giving the decimal expansion
of the conductance quantum G_0 = 7.7480917310(18)*10^(-5) S.  I suggest one
of these be recycled, since we don't keep historical values (like A081824)
for other physical constants.
