[seqfan] Re: signed sequences without %V in internal format

The general policy is now that a sequence with negative terms should have
keyword:sign even if no negative terms appear in the given terms. See the
discussion pointed to by
https://oeis.org/wiki/User:Charles_R_Greathouse_IV/Keywords
which starts with an email (from me!) from six years ago which is quite
similar to yours.
