[seqfan] Policy concerning pages on the OEIS Wiki

The subject of low-quality pages on the OEIS Wiki has come up again, so
I've created a web page to describe our official policy: see the page

Please read it (it is short)!

It is the 9th item on the Main Page of the Wiki.  One point is
worth emphasizing:  only wiki pages that have been officially approved may
be linked to from OEIS entries.

Given that there are several thousand pages on the wiki,
most of which have never been approved, this is a serious concern.
