Is there a way to recycle an A-number that doesn't involve editors? If not, would it be difficult to implement such a feature? For instance, if the keyword "recycle" were to be added, when the system checks the last time an *unpublished* A-number was edited it could find "recycle" in the "Keywords" section and perform the appropriate action.
