Are there some strange unspecified rules for A008829?

Why is a(18) = 1170679821480 rather than 117067982148 ?

I can see it is possibly to avoid having the next number start with 0.

Even allowing for this special zero handling, there is still a problem.

Why is a(19) = 865132823066470 rather than 8651328230664 ?
