Yes, it can be done. The corresponding settings are in the file called something like /w/extensions/flaggedrevs/flaggedrevs.php. But do we really need this "Submitted" status which does nothing? It is better to leave only one special status (which is now called "Quality" but will be called "Approved") and competely remove the other (which is now called "Approved"). I'm not 100% sure that it can be done easily, but what surely can be done (and needs to be done) is taking technical measures to prevent editors assigning the what-is-now-called-"Approved" status to wiki pages: revoke corresponding rights from Associate Editors (see my previous message).

Or possibly it is easier to rename both statuses to "Approved" and make the versions with what-is-now-called-"Approved" status visible for anyone, too (just as versions with the what-is-now-called-"Quality" status); and possibly revoke rights allowing to assign the what-is-now-called-"Approved" status from Associate Editors (depending on whether they should have the right to edit the version of the page which is visible to everyone). As a bonus, all edits by Editors-in-Chief (and Associate Editors if the rights won't be revoken) will be automatically approved (just like currently all edits of Associate Editors are marked what-is-now-called-"Approved" even though it isn't needed).

I cannot say which option is easier without looking at the settings (which can be done only by a person who has access to the server; note that it cannot be done from inside the MediaWiki, even the bureaucrat access won't help). But something needs to be done. Russ will probably solve this easily.
