[seqfan] Re: Links to the Encyclopedia of Combinatorial Structures are now working again

This may be a reappearance of the problem we had with their server a while
ago, although this round's error message is better ;-) .

Neil did some magic back then to get the problem tracked down to a down
server, and got someone at INRIA to fix it.  Perhaps that will work again.

I've been trying to get hold of Frederick to find a way around problems
with this server, etc., but haven't gotten a reply after two attempts.

I think they don't have the funds to undertake anything significant, and I
guess that nothing we've proposed (*) has been acceptable to them.

(*:  copying their database, getting a table that gives a URL for each of
their magic numbers, being a mirror site, ...)

I'm in the mode of not bothering Frederick any more, so I don't know what
to do now.
