Hello, everyone. I was wondering about sequence A001438, the maximal number of mutually orthogonal Latin squares: https://oeis.org/A001438

Tom Edgar provides the formula: a(n) <= n-1. If n is a prime power, then a(n) = n-1. I would like to know if the converse is true. If a(n) = n-1, is n a prime power?
