Thank you Brad for your prompt checking of my claim and
the associated remarkably thorough exposition. If you have
the resources and inclination it would be nice to see you 
reuse your work for the n=16 case, where OEIS has a(16)=61
and I claim it should be 60. Either way thanks again for your
work on this.

This calculation proves the claim true for me, a(12)=21. Does anyone disagree?

It's easy to be more skeptical and doubt that anyone ever checked terms past n=7, 
much less to n=12. Then it's only one point of failure, and the calculation is 
not entirely easy...
