Would the following sequence be appropriate for the OEIS?

   1,10,2,3,4,5,6,7,8,9,1,10, 0,1,1

Without the last 3 terms it's not yet in the OEIS,
even not as any subsequence of the DATA terms.

Keywords would be "nonn,word,fini,full".
The solution is rather famous in German, and there
are interpretations that relate it to magic squares.
Google only finds some Russian post district numbers.
