And an answer there from Greg Martin points me to a 1963 paper of R L Graham
(from Bell Labs) that asserts in para 4.2 ("concluding remarks") that this
is proven as a result of his more general theorem from the paper:

I assume that answers the "conjecture" part (though he does say that proofs
for the assertions in those concluding remarks will "be left to a later
paper", which I have not yet found).
