Hi Frank,
What it is is this: Sometimes I sense a need to distribute a message,
of a sort that I have learned will most likely be a 1-way communique,
to several groups, as if in a 'broadcast' mode (BBC). For instance,
I sent a tickler to the 'Topic Map' List, to see if anybody had any
thoughts on the possibility of a 'Universal Sequence Indicator' (USI),
and I thought there might be a chance that Neil and the Seek Whencers
might pick up some volunteer expertise on web-wise-ways to develop the
OEIS Page. But a bunch of 'busy beavers', such as the SeqFans be, will
typically not wish to be buzzed with all of the chatter that will ensue
from being indited on a CC list, so I have had others tell me that they
would prefer being BCC'd instead, if it absolutely need B. C?
