It looks like it is the average of the larger member of the last two twin 
prime pairs.

3 5
5 7       average of 5 and 7 = 6
11 13    average of 7 and 13 = 10
17 19  average of 13 and 19 = 16

etc.  Perhaps that is why it is marked "obsc", it needs a clearer description.
