No, it's not harsh enough. If the sequences are truely junk, then even one 
per day is too much.

Perhaps the best solution - suggested earlier in a similar context -
is to tell this person that he can submit just one sequence per day.

Others will be deleted.

What do people think?  Is this too harsh?
