Neil,
you know my opinion, 
because I wrote you in person
several times
about exactly this problem:

how to keep (rather restore!) the high standards
of OEIS still declared by you.

But let me repeat my twopence in public:

Make OERIS (= On-line Enc of Rejected IS)
and put'em ALL to this carantine file
with some month or longer store time.

Your ass.(=associated), co-editors 
may/should arrange between them their peer job 
(that is why "month or longer") in accepting submsns
(not rejecting 'coz they are already rejected by
default).

Actually more important is 
to move (gradually)
most SEQs from OEIS to OERIS,
than from OERIS to OEIS.

Remember: OEIS is your child,
but it belongs now to all ('coz Encyclopedy!) us -
prohy mathmen & seqfan lamers as me.
