A063977 and difference sets

I was looking at the known cyclic difference sets at
http://www.ccrwest.org/diffsets/diff_sets/baumert.html

and started looking at the values where lambda = 1.  For a long ways,
it's identical to

http://www.research.att.com/~njas/sequences/A063977

It stops at 36 ... but they actually don't seem to have anything
listed about (36, 1).

Are these two sequences actually the same?  If a number is in A063977, does
that mean a difference set exists?
