The elements of A071848 seem to agree with numbers listed on Joe Crump's "The Nine 9s" page at http://www.immortaltheory.com/NumberTheory/.  If so, probably the definition of A071848 is wrong as given in the OEIS. If I read Joe's page correctly, A071848 should read something like:

%N A071848 a(n) = smallest positive integer cannot be obtained using the number n exactly n times and the operations +, -, *, /, where subexpressions must be integer.

Joe's page indicates that a(9) = 195 if noninteger subexpressions are permitted.
