If you look at http://mathworld.wolfram.com/TangentNumber.html

A000061 seems to be the first elements of the sequences given in the table 
at the bottom of the article, which, in the nomenclature of the article, 
would translate to A000061(n) = d(n, 1) where d(a,n) is defined in equation 
(4) which is lifted from the Shanks reference. Unfortunately, (4) involves a 
Dirichlet series, with which I have little familiarity.
