12 praises 110: one 0 and 2 ones.
But 110 says: one 0, one 1 and no 2.
So 110 praises 10 but not 12.

Also the reason for almost all duplicates is (1) stupidity
and (2) errors in the terms

What you suggest would not fix either thing!
