This strikes me as a bit excessive -- and yet, there is something 
missing.

What's missing is the array by antidiagonals: T(n,k) is the number of n 
x k matrices with the specified condition.

I would have added that, the main diagonal sequence, and rows 2 (where 
appropriate, otherwise 3) through 4 (instead of rows 2 or 3 through 10, 
as is present now).
