An intrepid David Applegate emailed me to tell me the odd admin reply was
the result of clicking the mouse a little too soon -- so the first thing I
reported is not typical behaviour for the software system nor is it likely
to happen often.

Also, the account request wasn't rejected yet so the other message wasn't
wrong either.
