[seqfan] Chaff or not chaff?

I have a very simple criteria for deciding whether the
sequence should be submitted or not be sumitted to OEIS.
Furthermore, the submitter can apply it by him/herself,
so it does not require any extra effort from Neil.
I will make details clear later.

(Funny. I took a two year vacation from SeqFan, and
now I am returning to this exact same topic.)
