[seqfan] OK to start submitting, but there will be delays

We have run into serious problems in getting the Wiki running.
Right now I have no idea when it start functioning.

In order to keep the OEIS alive, I have removed
the signs that say "Do not submit anything".

But there will be delays.  I was getting 200 updates or
new sequences a day.  I cannot maintain that pace.
There may be delays of several weeks before I process
submissions. 

And please be very selective about submitting new sequences.
There should be a good reason why you are submitting it.
Pointless sequences will be quietly rejected.
