For the original question: "consequent" means "following as a logical
conclusion" (dictionary.com) so is very different from "consecutive".

Anyway, the examples in A081315 and A081316 are poorly explained, and
the definitions are obfuscated: the number of times a positive integer
appears in the sequence of positive integers is ... 1

I propose:
%N A081315 smallest sequence of positive integers such that n occurs
a(n)-1 times, starting at n=0.

%N A081316 smallest sequence of positive integers such that n occurs
a(n)-1 times, starting at n=1.

(meaning: "lexicographically smallest")
