[seqfan] The size of the "awaiting rewiew" queue

Dear Sequence Fans, There have been several proposals that we should
limit the number of contributions by any one person.

I would rather not do this, and propose another solution:

- if one person is submitting too many things, we write to
him or her and ask him to slow down

- we have 70 or so editors and we can recruit more. I will
send out a "call to arms" to get more of them involved

- but first I need to rewrite the "Instructions" and
"Style Sheet" pages on the wiki.
