[seqfan] Do not base b-file on conjectured formulas

Dear Seq Fans
We had some discussion about adding a comment "Needs b-file"
to a sequence.

Let me remind everyone that you may not construct a b-file based on a
conjectured or empirical formula. That would be a mathematical sin. A No-No.

Likewise you may not add a program that is based on a conjectured formula.
