I assume you meant:

In general, a covers p if p == 0, 3, 5, 6, 7, 10, 11, 12, or 14 (mod 17)
(not (mod 7))?

Cf. http://oeis.org/A007482 for the same sequence (without the initial 0)
if you had not already seen it.
