Yes, they're the same. The only difference is that A287297 regards the 
data as an array by anti-diagonals, while A262307 regards it as a 
triangle. To me, regarding it as an array seems more natural.

Whichever is kept should describe both ways of looking at it.
Currently the description in A262307 is not really adequate.

Are oeis.org/A287297 and oeis.org/A262307 the same sequence?
These count binary matrices with no all-zero rows or columns.
There seem to be two relevant works in the literature,mentioned in 
A262307 and in A227322. More or less equivalent
ways of reading the array have been added in the Xrefs in A262307.
