The table of contents (without Begin's paper) of the conference
proceedings is at

http://www.lacim.uqam.ca/Publications/11.html

A (German) report on the conference (English title: 4th Conference on
Formal Power Series and Algebraic Combinatorics) at

http://www.fachgruppe-computeralgebra.de/CAR/CAR11/node4.html

says, ("Poster: G. Begin: On the enumeration of perforation patterns for
punctured convolutional codes,....") that Guy Begin's contribution was
only given in a poster session. Maybe one of the conference paper
authors (James Propp) or Simon Plouffe, who presented the software
"gfun" can help. For contact info see 100k party page ;-)
