[seqfan] So-called "junk" journals

I don't fully agree with rejecting links to journal articles just
because the journal is on someone's list of junk journals.

It should depend on the article, not on the name of the journal.

For example, there are mathematicians working in third-world countries
who have difficulty getting their work published in the West.

If you live in a small African country, say, your only chance of getting
published might be in one of the lesser journals.

About adding references to these articles from OEIS entries,
one should take into consideration how many other references or links the
sequence has.

For a sequence with only one or two references, a reference even to a
lesser journal may be helpful
to someone who wants to find out more about the sequence.

About adding these articles to the list of Works that Cite the OEIS,
the answer is Yes, this counts as a citation. (That is clearly stated in
the  top "Citations" page.)
