This is about

  Andrei-Lucian Drăgoi, <a

The problem is not only the Journal (which really is on
the arse end of the range), but also the quality of
that article: it would fit perfectly on vixra.org
(see the bibliography for the corresponding non-surprise).

I also do not quite buy the "poor country" argument:
scam Journals like the one above charge for publication,
good Journals do not.  For the paper in question, the
Journal of Integer Sequences would have been a natural
venue (though I'd be surprised if it had accepted the
paper, at the very least in the present form).
