This is about

  Andrei-Lucian Drăgoi, <a
  href="https://doi.org/10.9734/JAMCS/2017/36895">The "Vertical"
  Generalization of the Binary Goldbach's Conjecture as Applied on
  "Iterative" Primes with (Recursive) Prime Indexes (i-primeths)</a>, in
  Journal of Advances in Mathematics and Computer Science (2017),
  Vol. 25, No. 2, pp 1-32, Article no.JAMCS.36895.

(removed from https://oeis.org/A006450 )

The problem is not only the Journal (which really is on
the arse end of the range), but also the quality of
that article: it would fit perfectly on vixra.org
(see the bibliography for the corresponding non-surprise).

I also do not quite buy the "poor country" argument:
scam Journals like the one above charge for publication,
good Journals do not. For the paper in question, the
Journal of Integer Sequences would have been a natural
venue (though I'd be surprised if it had accepted the
paper, at the very least in the present form).

Best regards,   jj
