Go to http://www.jcrystal.com/steffenweber/ and select MS-DOS option. If you click the "download" link below Tilings 1.2 icon, you can download the program.
Note: These programs were never designed to run under Windows. You can still run them on Windows Vista/7/8/10 using the free DOS Box emulator.
There are more current Windows programs that may offer similar capability.
